1999 FHSAA Hall of Fame Induction Ceremony & Awards Banquet

   J.C. Green - BASKETBALL OFFICIAL, JOURNALIST, ADMINISTRATOR

    Julius Cicero Green Jr., a resident of Atlantic Beach, was born on November 25, 1925 in Thomasville, NC.  He attended Thomasville High School and the University of North Carolina at Chapel Hill, where he received a degree in Journalism in 1947.  During World War II, he volunteered for duty with the American Field Service as a combat ambulance driver, attached to the British army in the China-Burna-India Theatre of Operations.  He was a staff writer for the Florida Times-Union newspaper from 1950 until 1969, covering the courts, the Florida Legislature, and city, county and Federal governments.  In 1969 he joined the Florida Community College at Jacksonville as Director of Information Services and Publications.  He served as an administrator at the two-year college until retiring in 1988.

    Green's love affair with the game of basketball was unwavering.  Known to his friends and colleagues as "J.C.," he was a dedicated basketball official for 38 years.  His involvement with the game began as a player at Thomasville High School.  His appreciation of the game only grew over the years as evidenced by his life-long support of his cherished Tar Heels.

    Green was a long-time member of the Southern Association of Basketball Officials (SABO) and served the organization in many capacities, including President, Vice President, Booking Commissioner, Secretary, Member-At-Large, and Sergeant-At-Arms.  He was also the architect of the SABO Constitution and Bylaws, having authored the original document, as well as numerous revisions and updates over the years.

    A registered basketball official with the FHSAA since 1961, Green officiated numerous state, sectional, regional and district tournament championship games for both boys and girls basketball, as well as officiating various state and national all-star games.  He also worked the junior college circuit in North and Central Florida.

    Green continued to officiate until he was diagnosed with metastatic melanoma brain cancer (three tumors) on November 25, 1998 - a direct result of skin melanoma removed from his forehead in 1991.  Despite a courageous battle, he succumbed to the disease on March 18, 1999, leaving behind JoAnn - his wife of 42 years and ardent supporter - five children and five grandchildren.  He also left an enduring legacy of service to the basketball community.

    Earl "Bud" Sappenfield, 73, has been a member of the Southern Association of Basketball Officials in Jacksonville for 41 years, officiating in Florida since 1959.  He has officiated on the varsity level for the majority of his career; working numerous FHSAA state championship series games on the district, regional and state levels.

    Sappenfield has served as the association's booking commissioner since 1976, assigning officials to games for one of the largest single-sport officials associations in Florida. Currently SABO has more than 140 members and serves more than 80 schools. 

    In 1995, Sappenfield was instrumental in planning, organizing and conducting a summer training program for basketball officials in the Jacksonville area. The training program culminated with an annual officials' camp held at the University of North Florida in June. 

    Sappenfield has been actively involved in SABO, recruiting new members, helping organize special events and training sessions. These training seminars, held in conjunction with the North Florida team camps, included classroom instruction and on-the-job training. These sessions were attended by numerous association members and recruits and served as a model for other officials' associations in Florida to implement. Classroom instruction and videotape review (with audio critiques) of the participants was utilized. 

    Sappenfield's belief of assigning postseason games to as many qualified officials as possible led to approximately 90 of SABO's 140 members receiving assignments for this past year's FHSAA State Series competition. Of the 16 SABO members that applied to be evaluated for Florida Finals assignment consideration this past year, eight were selected to officiate in the state tournament in Lakeland. 

    Currently, Sappenfield serves as a member of the special ad-hoc committee established to guide the FHSAA's first-ever statewide evaluation program for basketball officials. Sappenfield and his wife, Peggy, reside in Jacksonville.

2005 FHSAA Hall of Fame Induction Ceremony & Awards Banquet

Beryl Napoleon. Napoleon, 67, has been a Jacksonville area contest official in basketball for 36 years and softball for 28 years. He was the first African-American member of the Southern Association of Basketball Officials, and the first to represent the association in the FHSAA State Series. Napoleon has officiated more state basketball championship contests than any other active FHSAA contest official, with 18 boys and 8 girls championships. He currently serves as a state evaluator for the FHSAA in basketball and was previously elected to the FHSAA Officials Advisory Committee.

This is the 14th group to be inducted into the Florida High School Athletic Hall of Fame, formerly the FHSAA Hall of Fame. Founded during the 1990-91 school year, the Florida High School Athletic Hall of Fame keeps alive the tradition and spirit of high school athletics, and honors each year those persons who through distinguished achievement have excelled in one or more high school programs sponsored by the Association and its member schools. This year’s 10 inductees bring to 93 the number of deserving individuals who have been enshrined in the Florida High School Athletic Hall of Fame. They include student-athletes, coaches, administrators, contest officials and other contributors, such as sports writers, who have raised the level of awareness of high school activities through their efforts, achievements and dedication. The 2005 Florida High School Athletic Hall of Fame Induction Ceremony and Awards Banquet was held June 16,2005 at the Wyndham Westshore Hotel in Tampa.
